Born in Kiev, Ukraine, Dr. Kotlyar emigrated to the United States in 1993. He attended Stuyvesant High School, followed by New York University (2003-2006) for undergraduate studies, completing his Bachelor of Science degree in three years cum laude with a major in Biology and a minor in History.
He gained an interest in retina after working for a retina practice in Brooklyn as head ophthalmic technician and photographer for three years. This experience inspired him to study medicine at SUNY Buffalo from 2009–2013. During medical school, he served as president of the Surgery Interest Group as well as the Ophthalmology Interest Group. His preliminary internal medicine year was at Newark Beth Israel Hospital, where he was awarded the Preliminary Medicine Intern of the Year Award.
Subsequently, he completed his residency in ophthalmology at SUNY Downstate Medical Center from in 2017, and his fellowship in adult and pediatric vitreoretinal at Retina Consultants Limited/Cook County Hospital in 2019.
Remaining up to date in his field, Dr. Kotlyar is an active member of the American Academy of Ophthalmology, and the American Society of Retina Specialists.
Among his other roles, he can be found on staff at Saint Barnabas Medical Center and Overlook Medical Center.
