A Brooklyn native, he obtained his Bachelor of Arts (BA) degree from the State University of New York at Stony Brook in 1977. He received his medical degree from Meharry Medical College in Nashville, Tennessee in 1982, where he graduated with honors. He also received the Human Physiology Award and was awarded membership in the Alpha Omega Alpha Honor Medical Society. 

As for his training, Dr. Silvera completed his residency in internal medicine and his fellowship in gastroenterology at Beth Israel Medical Center. Shortly thereafter, he earned board certification in internal medicine and gastroenterology by the American Board of Internal Medicine, a physician-led, non-profit, independent evaluation organization driven by doctors who want to achieve higher standards for better care in a rapidly changing world.

Internal medicine is the medical specialty dealing with the prevention, diagnosis, and treatment of adult diseases. Physicians specializing in internal medicine are called internists. They manage and prevent common and complex diseases by providing comprehensive care and promoting overall well-being.

Happily married, Dr. Silvera and his family reside in Brooklyn.
