He is a graduate of the California College of Podiatric Medicine and completed his surgical residency at Kaiser Hospital as Chief Resident.
Distinguished as a Fellow of the American College of Foot and Ankle Surgery (FACFAS), the doctor attained board certification in foot and ankle surgery and rear foot and ankle reconstructive surgery through the American Board of Foot and Ankle Surgery, which strives to protect and improve the health and welfare of the public by advancing the art and science of foot and ankle surgery.
Professionally, he is an active member of the American Podiatric Medical Association and the Arizona Podiatric Medical Association.
Active in academia, Dr. Harlan serves as Adjunct Professor at the Podiatry School at Midwestern University, a Clinical Attending Physician at Maricopa Medical Center, and a Faculty Physician at the University of Arizona College of Medicine. In addition, he remains committed to veterans and works as a part-time Attending Physician at the Carl T. Hayden Veterans Affairs Medical Center.

He also enjoys traveling with his family, whether it is to a faraway destination or discovering a National Park. One of their family goals is to explore a different National Park each summer. Having lived in Arizona since 1972, his favorite National Park is the Grand Canyon.
