A board-certified neonatologist and pediatrics physician, Dr. Owens-Collins is the President and CEO of Neonatal Perinatal Medicine (NPM) Health and Consulting in Rockville, Maryland. With a steadfast commitment to clinical excellence, she employs innovative and sustainable strategies aimed at enhancing the integration and coordination of care, particularly for high-risk newborns, pregnancies, and underserved communities.

With over four decades of experience in the medical field, she has dedicated her career to improving health outcomes for vulnerable populations. She continued her education at Baylor College of Medicine, receiving her Doctor of Medicine Degree in 1977. Her commitment to lifelong learning led her to UCLA, where she earned a Master of Public Health Degree in International and Family Health in 1982. In 2003, she completed an Executive MBA at Rice Business – Jones Graduate School of Business and further expanded her expertise with a Health Information Systems Program at the University of Illinois Chicago in 2010-2011.

As a recognized Diplomate of the American Board of Pediatrics, she is dedicated to the highest standards of pediatric care. She actively collaborates with clinicians, regulators, managed care organizations, and legislators to foster trust-based relationships that promote quality improvements and cost reduction across the healthcare landscape.

Throughout her illustrious career, Dr. Owens-Collins has held numerous significant positions, including Commissioner/CEO of the Lexington-Fayette County Health Department and Chief Medical Officer of Greater Baden Medical Services, Inc. Her leadership at Johns Hopkins HealthCare as Medical Director of Health Equity-Innovations, Strategies, and Outcomes Research further underscores her commitment to health equity.

A distinguished member of several professional organizations, including the Health Information and Management Systems Society, the American Telemedicine Association, the American College of Physician Executives, and the American Academy of Pediatrics, she has published a book, “A Parent’s Guide to Type 1 Diabetes,” available on Amazon and Barnes & Noble, further demonstrating her dedication to educating families on critical health issues.
