As a board certified neonatologist and pediatrics physician, Dr. Owens-Collins places a high priority on clinical outcomes and performance. She currently serves as the President and CEO of Neonatal Perinatal Medicine (NPM) Health and Consulting in Rockville, Maryland.

As a self-employed consultant, Dr. Owens-Collins employs innovative and sustainable strategies to improve the integration/coordination of care while simultaneously reducing disparities in health outcomes. Her consultancy is particularly focused on Medicaid health plans and provider groups, with a targeted emphasis on high-risk newborns, high-risk pregnancies, and other vulnerable or underserved populations. 

Beginning her academic journey at UC San Diego in 1969, Dr. Owens-Collins pursued a Bachelor of Science Degree in Biology-Pre-Med, completing her undergraduate studies in 1973. Following this, she joined Baylor College of Medicine and earned her Doctor of Medicine Degree over the course of four years, from June 1973 to June 1977. 

Subsequently, Dr. Owens-Collins furthered her education at UCLA, obtaining a Master of Public Health Degree in International and Family Health in 1982. Later on, she pursued an Executive MBA in Business Administration and Management at Rice Business – Jones Graduate School of Business in May of 2003. Finally, in the years 2010-2011, she engaged in a Health Information Systems Program at the University of Illinois Chicago, rounding out her diverse educational background. 

Board certified in neonatal-perinatal medicine, Dr. Owens-Collins is recognized as a Diplomate of the American Board of Pediatrics (ABP). The ABP exists to support and encourage the best possible health care for children by setting standards for medical training, assessing levels of competence, and encouraging pediatricians to stay up to date with medical knowledge and best practices.

Dedicated to clinical excellence, Dr. Owens-Collins strives to improve health outcomes for underserved populations, especially children, youth, families, and the elderly. She serves as a liaison between clinicians, regulators, managed care organizations, and legislators, building trust-based relationships and driving improvements in quality and cost reduction.

Throughout her extensive career, Dr. Owens-Collins has served as the Commissioner/CEO of Lexington-Fayette County Health Department (January 2023 – May 2023), Chief Medical Officer of Greater Baden Medical Services, Inc. (June 2017 – August 2018), Medical Director of Health Equity-Innovations, Strategies, and Outcomes Research at Johns Hopkins HealthCare (June 2014 – May 2017), and Founding President and CEO of a Neonatology Group Practice at Midwest Regional Neonatology Associates, LLC (November 2004 – June 2016), among other significant positions.

On a professional level, Dr. Owens-Collins is a distinguished member of prominent organizations such as the Health Information and Management Systems Society, the American Telemedicine Association, the American College of Physician Executives, and the American Academy of Pediatrics. She has published a book through the American Academy of Pediatrics, A Parent’s Guide to Type 1 Diabetes which can be found through Amazon and Barnes and Nobles. 

Neonatology is a subspecialty of pediatrics that consists of the medical care of newborn infants, especially the ill, or premature newborns. It is a hospital-based specialty and is usually practiced in neonatal intensive care units. Neonatologists generally diagnose and treat newborns with conditions such as breathing disorders, infections, and birth defects, as well as coordinating care and medically managing newborns born prematurely, critically ill, or in need of surgery.
