From 2006 to 2008, he worked towards a Master of Science Degree in Health Economics, Policy, and Law at Erasmus University. Concurrently, in 2008, Dr. Mulligan undertook a postdoctoral fellowship in emergency medicine administration and management at Erasmus Medical Center in Rotterdam, the Netherlands. His dedication to further specialization led him to a postdoctoral fellowship in sports and exercise medicine at the Royal College of Surgeons of Ireland in Dublin in 2018. 

Throughout his career, Dr. Mulligan has demonstrated a commitment to continuous learning and professional development. His pursuit of excellence is evidenced by his various postdoctoral fellowships in health policy, health economics, and emergency medicine administration. Notably, he completed a General Management Program at Harvard Business School in 2021, showcasing his dedication to enhancing his leadership skills in healthcare administration.

Since January 2008, Dr. Mulligan has been actively involved with The Global Emergency Medicine Initiative, a prominent organization dedicated to advancing emergency medicine on a global scale.
